This document is intended to provide a guidance framework for NHS Specials’ manufacturing activity for a consistent and risk-based approach to evaluate and approve suppliers of starting materials. This strategy requires identification of potential supply chain risks without an undue increase in regulatory burden.

The harmonised approach will allow sharing of information, within the NHS, and the development of the national database of supplier information.
